Texas Leadership Scholars Program

Overview

The Texas Leadership Scholars (TLS) program is a state-funded, premier scholarship initiative. Selected students receive a full ride to a Texas public university and benefit from a peer network, mentoring, leadership development, and other opportunities to help unlock their potential.

Eligibility

The Texas Leadership Scholars program seeks high-achieving students with demonstrated financial need, leadership in their high school community, and academic success.

Rules

Texas Education Code, Chapter 61, Subchapter T-3, Sections 61.891-61.897, requires the Texas Higher Education Coordinating Board to adopt rules relating to the administration of the program, including rules providing for the amount and permissible uses of a scholarship awarded under the program.

The Texas Higher Education Coordinating Board has adopted rules in the Texas Administrative Code, Title 19, Part 1, Chapter 22, Subchapter N.

History and Impact

The TLS program started in 2022 with 18 participating institutions. It has now expanded to include 26 institutions for Cohort 3. TLS has accepted 520 scholars into the program, and we anticipate an additional 300 for fall 2024. Notably, Cohort 1 and Cohort 2 have demonstrated promising outcomes, with a 94% and 98% persistence rate, respectively.
