TEXAS Grant program funds are available to eligible students attending General Academic Teaching Institutions (GATIs) in Texas (excluding Lamar State College-Orange and Lamar State College-Port Arthur). This program is authorized by TEC Chapter 56, Section 56.302 Subchapter M. Rules establishing procedures to administer the program can be found in Title 19 of the TAC, Chapter 22, Subchapter L.

TEOG program funds are available to eligible students attending community colleges, public state colleges (including Lamar State College-Orange and Lamar State College-Port Arthur), and public technical institutes. This programs authorized by TEC, Chapter 56, Section 56.402. Rules establishing procedures to administer the program can be found in Title 19 of the TAC, Chapter 22, Subchapter M.

TEG program funds are available to eligible students attending a private or independent institution of higher education (See TEC, Section 61.003(15)). This program is authorized by TEC Chapter 61, Section 61.221. Rules establishing procedures to administer the subchapter can be found in Title 19 of the TAC, Chapter 22, Subchapter B.

Texas Transfer Grant program funds are available to eligible students attending General Academic Teaching Institutions (GATIs) in Texas (excluding Lamar State College-Orange and Lamar State College-Port Arthur) and Health Related Institutions (HRIs).  Rules establishing procedures to administer the program can be found in Texas Administrative Code, Title 19, Part 1, Chapter 22, Subchapter K.

Texas Transfer Grant 2022-23 (FY 2023) Pilot Program

Transfer Grant program funds were available to eligible students attending General Academic Teaching Institutions (GATIs) in Texas (excluding Lamar State College-Orange and Lamar State College-Port Arthur) during the 2022-23 academic year.  This program was sponsored through the state’s additional investment in the federal Governor’s Emergency Education Relief (GEER) funds.

The FORWARD Loan Program is a low-interest loan designed for students enrolled in programs aligned with high-value credentials and high-demand occupations. This program is limited to students enrolled in specific programs within the fields of Energy, Nursing/Patient Care, Teaching, Technology, and Transportation/Logistics. To see eligible credentials, refer to the full list here. The program is part of the Hinson-Hazlewood College Student Loan Program, authorized by TEC, Chapter 52, Subchapter A. Rules for administering the program can be found in TAC, Title 19, Chapter 22, Subchapter J.

CAL program funds are available to eligible students attending public or private nonprofit institutions and entities, including Regional Education Service Centers, located in Texas. This program is authorized by TEC, Chapter 52, Subchapter A. Rules establishing procedures to administer the subchapter can be found in Title 19 of the TAC, Chapter 22, Subchapter C.

The Texas Higher Education Coordinating Board is required to calculate the final loan amount based on a student’s “manageable debt” for the borrower’s program of study (see amounts) on College Access Loan (CAL) applications (see TAC, Section 22.49(c)).

The Texas B-On-Time loan program was discontinued as of August 31, 2020, and no more funding can be issued to students. This program is authorized by TEC, Chapter 56, Section 56.0092. Rules can be found in Title 19 of the TAC, Chapter 22, Subchapter Q.

Note: Rules were adopted by the Board on Oct. 24, 2024, which established an allocation methodology and approved uses of funds that remain in the Texas B-On-Time (BOT) Student Loan account. Eligible institutions will receive redistributed BOT funds in November 2024 (see memo from Nov. 20, 2024).

NOTE: If institutions need to return funds that are prior to 2023-24 (FY 2024), a Grants and Special Programs Online Return of Funds Form must be submitted.

Institutions participating in a combination of Texas College Work-Study (TCWS) or Work-Study Student Mentorship Program (WSMP) and one of the three state grant programs (TEXAS Grant, TEOG, and TEG), may transfer up to 25% of the institution’s total annual program allocation or $60,000 (whichever is less) between programs within the relevant fiscal year.
