Intent
The Family Practice Residency Program (FPRP) aims to increase the numbers of physicians selecting family medicine as their medical specialty and to encourage those physicians to establish their practices in rural and underserved communities in Texas. The FPRP provides grants to Texas’s nationally accredited family medicine residency programs, located in every region of the state, and provides strong support for Texas’s health care education and delivery network.
The Family Practice Residency Advisory Committee (FPRAC) held its annual meeting on June 26, 2024, and considered funding recommendations for the Family Practice Residency Program (FPRP) for Fiscal Year (FY) 2025. The FPRAC’s funding recommendation to the Board included approving one new residency program, Rural and Public Health Rotation awards and funding to support the Faculty Development Center.
Rural and Public Health Rotation Program
Rural and public health rotations are supported by Family Practice Residency program funds, as required by a rider in the Appropriations Act. Both the participating resident and the residency program receive funding under the program. However, the rural and public health supervisors serve as volunteers and are not compensated for their services.
Based on Coordinating Board staff recommendations, the Family Practice Residency Advisory Committee (FPRAC) convened on June 26, 2024, and approved 40 rural rotation slots at $2,500 per rotation for Fiscal Year (FY) 2025. The Advisory Committee also approved funding for three (3) public health rotations for FY 2025 at $2,000 per rotation. The Coordinating Board approved funding for the rotations at its meeting July 25, 2024.
Residents interested in participating in a rural or public health rotation in FY 2025, must submit the resident application for either program to the Coordinating Board for consideration on or before the posted deadlines. Funding is contingent upon selected residents also meeting all requirements for operational grant funding.
Eligibility
The FPRP provides annual renewable grants to medical schools, licensed hospitals, or nonprofit corporations that sponsor a nationally accredited Family Practice Residency Program to support the educational activities of these residency programs.
The FPRP– PHRRP goal is to increase the numbers of physicians selecting family medicine as their medical specialty and to improve access to medical care in rural and underserved communities in Texas.

Application Information
FPRP:
To be considered for a FPRP Grant:
- Submit a completed operational grant application.
- Documentation of accreditation by either the Accreditation Council on Graduate Medical Education (ACGME) or the American Osteopathic Association (AOA).
- Provide evidence that the residency program has been operational for three (3) or more academic years.
- Funding is based on legislative appropriation and total number of certified full-time residents enrolled and on-site in a family medicine residency program as of September 1 of the fiscal year.
FPRP – PHRRP:
A completed resident application, documentation on medical licensure or institutional permit, and status and malpractice insurance coverage must be submitted for any resident choosing to participate in a public health or rural rotation. Following the completion of a qualifying rotation and submission of appropriate documentation, a FMRP-PHRRP may be awarded.
- Funding is based on availability. Each resident may be funded for no more than a single one-month rotation per fiscal year (in their first, second, or third year of training, only).
- Funding is limited to no more than two (2) funded public health rotations per residency program:
- Rural Rotation Program = $1,000 Resident Stipend, and $1,500 Residency Program.
- Public Health Program = $500 Resident Stipend, and $1,500 Residency Program.
Rules and Regulations
The FPRP was established in 1977 by the 65th Legislature and charged The Family Practice Residency Advisory Committee (FPRAC) with making funding recommendations to the THECB for the FPRP and related support programs, including the consideration of funding allocations for operational grants, and rural and public health rotation programs.
Impact
Approximately 12,000 residents have been supported by the FPRP.
For FY 2023, forty (40) rural rotation slots at $2,500 (per rotation) were approved, and three (3) public health rotations for FY 2023 at $2,000 per rotation.
For FY 2025, the THECB will make awards to 34 FMRP programs to support the training of 932 residents at $8,646 per resident.
