Intent

The Emergency and Trauma Care Education Partnership Program (ETEP) provides funding to support partnerships between hospitals and graduate medical education (GME) programs that increase the number of emergency medicine and trauma care physician residents and fellows (GME grants). ETEP also supports partnerships between hospitals and graduate professional nursing programs to provide educational experiences in emergency and trauma care for registered nurses pursuing a graduate degree or certificate (ETEP Nursing Program grants). ETEP was established in 2011 by the 82nd Texas Legislature, First Called Session, and codified in Texas Education Code, Sections 61.9801 – 61.9807.

ETEP partnerships must certify an increase in the number of physicians and/or nursing students in the participating graduate education programs. In addition, the partnership must utilize the existing expertise and facilities of the hospitals and education programs.

Eligibility

ETEP GME:
A GME program or sponsoring institution, accredited as a post-Medical Doctor (MD) or Doctor of Osteopathic Medicine (DO) non-military residency or fellowship program, that prepares the physician to earn a board certification by the American Board of Medical Specialties or the Bureau of Osteopathic Specialties in EM, PEM, or SCC. 

ETEP Graduate Nursing Education:
An accredited graduate professional nursing educational program of a public or private institution of higher education that prepares students for a master’s or doctoral degree in nursing with a specialty focus in emergency/trauma care or prepares nurse practitioner students to earn a post-master’s certificate in emergency/trauma care.

Application Information

The ETEP has a 24-month grant period.

ETEP GME:
An Eligible Applicant may submit only one (1) Application for each eligible medical specialty/subspecialty area.
 

ETEP Nursing:
Competitive grant award is based on the number of nurses trained, state and regional needs and priorities, educational program quality, cost, and the ability to continue the project.

Rules and Regulations

The ETEP was established in 2011 by the 82nd Texas Legislature, First Called Session, and codified in Texas Education Code, Sections 61.9801 – 61.9807 to address the state’s need for physicians and registered nurses with training in emergency and trauma care. Effective November 2024: Texas Administrative Code, Title 19, Part 1, Chapter 10, Subchapter H, Sections 10.170-10.179.

Impact

THECB has awarded a total of $19,666,866 to 635 Graduate Medical Education positions, and a total of $6,828,266 to 652 Graduate Nursing positions.
