Data Submission & Reporting Overview
CBM Reporting
Instruction manuals, portals, and resources for higher education institutions required to submit facilities, financial and student-level data, documents, and reports to the THECB.
Data Submission Portal (CBPass)
As they are added to the system, specified CBM reports must be submitted for processing through the secure THECB Data Submission Portal (formerly EDC Portal). The CBPass login is used for registered institutional users with appropriate permissions.

MOVEit Portal
For any reports not yet available through the Data Submission Portal (formerly EDC Portal), CBM reports must be submitted for processing through the secure THECB MOVEit Portal. MOVEit login credentials are provided to specified institutional users. If you do not have these, contact the data analyst assigned to your institution.

CIP Codes
The Texas CIP codes are used to identify degree and certificate programs, courses, and declared majors on the reports and inventories of the THECB.

Community College Annual Reporting and Analysis Tool (CARAT)
Provides the ability to perform analyses and prepare reports based on Texas public community college Annual Financial Reports (AFR) and Annual Investment Reports (AIR).
Financial Documents
The THECB collects financial documents from Texas public institutions of higher education, including Legislative Appropriations Requests (LAR), Operating Budgets (BUD), and Annual Financial Reports (AFR).
Report of Fundable Operating Expenses (RFOE)
The THECB uses the data collected in this report to accurately calculate formula funding rates and disbursements.
Remote Site Code and SCS Form
HRIs should complete this form to request a new remote site code and seek eligibility for the Small Class Supplement.
