Intent
The Perkins Basic Grant Program supports awarded applicants in educating students who enroll in Career and Technical Education (CTE) courses and programs in preparation for high-skill, high-wage, or high-demand occupations. The success of an awarded applicant is measured by its ability to meet state-determined performance targets for each of three core indicators approved by the U.S. Department of Education/Office of Career, Technical, and Adult Education (OCTAE) for the Perkins Basic Grant Program, as well as by its progress in reducing performance gaps for its special population students.
Eligibility
Basic grant funding is available to all Texas public, two-year institutions offering CTE courses leading to technical skill proficiency, an industry-recognized credential, a certificate, or an associate degree to support the advancement of CTE programs and services for eligible CTE students. Basic grants are allocated to public career, state, and technical colleges and are noncompetitive.

Application Information
Applications are accepted on an annual basis.

- THECB staff will email the Perkins institutional contact for each eligible applicant with a unique application number and secure password.
- That information will allow the applicant access to the application forms via the online Perkins Portal.

- The applicant shall complete and submit the application in the Perkins Portal by 11:59 p.m. CT, by the designated due date along with the additional materials:
- Application Cover Page
- Certification Regarding Lobbying
- Federal Funding Accountability and Transparency Act (FFATA) Certification
- Certification of Compliance with Section 504 and American with Disabilities Act (ADA) Title II
- Documents shall be signed by the applicant representative who is authorized to bind the applicant.
- Cover pages and other required forms may be signed in hard copy or electronically.

Rules and Regulations
Federal Perkins legislation, in its current form, was enacted in 1984 to improve the skills of the labor force and provide equal opportunities for adults in CTE. The 2018 reauthorization of the Perkins Act (Perkins V) strengthened requirements and accountability for the performance of students in the Act’s nine designated special populations categories.
